its does not evolve with silver disc, i think you mean dubious disc. if i'm not wrong, you can get it on Rustboro's School.

To clarify: You'll need the Silver Disc item to revive a Porygon. For a Porygon2, you'll need to trade the Porygon while holding an Upgrade. And for Porygon Z, you'll need to trade a Porygon2 that's holding a Dubious Disc. However, the Dubious Disc item isn't coded properly at the moment, meaning that you'll have to wait a bit longer to obtain Porygon Z.

 

As Attano said, you can get a Dubious Disc from answering the Quiz Master's questions at the Rustboro Trainer's School. Good luck!
