Here's a guide on defeating the Kanto Elite 4, including tips on facing the Kanto Champion. If you're having trouble leveling, I'd recommend going to either Seafoam B4F or Victory Road, as those locations are the best training spots to prepare for the Kanto Elite 4. Good luck!
