Hi there, this actually isn't a bug. There are certain Pokemon that can learn Dark Pulse via move tutor, but Greninja is not amongst them, as it can only learn Dark Pulse by TM. That's why the Dark Pulse move tutor isn't working for it.

 

Unfortunately, as you said, the Dark Pulse TM isn't available in game at the moment, so you'll have to wait until it's made obtainable. We don't have an ETA for this, but keep an eye on our update logs, as that's where news about TMs/moves/etc will be posted. Thanks for your patience in the meantime!
