I use Digglet's Cave to EV train speed, but I still haven't found a great spot for attack.

i prefer surfing on route 24 (north of cerulean city), only krabby and goldeen.

tohjo falls is also nice (goldeen and seaking only) but its annoying to go heal back to town to recover PPs. :S
