well, training it to lvl 100 will raise the price but selling him as it is saves you time, the choice is up to you.

I can't help for the price check however if you sell it now I think you should reset his EV.

That Quagsire is godly, congrats on the find. Sadly, it's bold, and Quagsire is normally known for being a good physical attacker. Water absorb is a good ability, you can switch into water attacks and it will heal your pokemon. All in all, I would say that 300K is good for your Quagsire, but i'm not a Quagsire expert :)
