I gave a rare candy to my lvl98 bagon so he went to 99 but I didn't get the window to evolve him so now i am stuck and i can't have my salamence :/

Make sure you didn't accidentaly forget an everstone on him.

Unfortunately though, nothing can be done in such cases. That's why I always evolve to the last form at lvl 98 and then give 2 rare candies for 100.

 

Never leave evolutions for the very last levels.

no i don't even have an everstone and can't the staff make him one level lower or make bagon evolve without lvl up?

No sorry, Bagon evolves only through level up and level down is not possible yet. (actually I don't even know if it will ever be implemented, it has just been suggested.)

 

You will just have to catch a new one.

I'm sorry for your Bagon, this is the first time I've ever heard of such an issue. Unfortunately we can't change the level of a Pokemon.
