Yesterday I play with my charmeleon and when I level up to 32 i have the oportunity to learn the skill flamethrower, I teach him but the server PRO yellow was shut down and when I enter the game more earlier my charmeleon haven´t got the flamethrower learned. However do not worry by the time you have made it to Saffron city in Kanto there is a Move Tutor who will allow you to relearn moves on Pokemon.
