arcanine learns extreme speed at lvl 34, but my growlithe is already at lvl 40, can arcanine still learn the move?

yes, only you need to go the move relearner cerulan city or saffron city in Kanto Region and Goldenrod at Johto Region..</r>

As Jepoy17 has said, you just need to go to a Move Relearner NPC and relearn the Extremespeed move on your Arcanine. If you're in Kanto, you can find a Move Relearner NPC at both Cerulean City and Saffron City.
