As stated, when can I ? For johto after finish 8 gyms , we can go back but how about Hoeen as for the teleport quest we need to beat the Hoeen E4 first. So, i need to finish Hoeen E4 only i can go back or only the 8 gyms in Hoeen?

You need to beat the Hoenn's E4 first. Then you'll be able to take a boat from Lilycove to Vermillion/Olivine for $5k.

How about my Kanto and Johto Pokemon, i can access them after i complete the eight gyms or after the E4?

Correct. You need to be the Hoenn E4 Champion in order to return to Kanto. However, you'll be able to access your Kanto and Johto Pokemon after beating the eighth Hoenn Gym, so you can use them against the Hoenn E4 if you'd like.
