I've noticed twice now that the Poké Time, at least for me, goes like this when transitioning to morning:

Shouldn't the 04:40 be 03:59?

Yeah I've noticed it's about ~5 times faster, but I just wanted to point out that massive change in time (fast forwarding 41 Poké minutes) before reverting back to normal time.

I don't think it's a problem with the servers, because to me it just looks like a minor scripting mistake in what time should be displayed (should be 03:59, not 04:40).
