What do you mean with "No speacial status"? You mean the orange and the green stats? If that's the case the answer is this: Your Bulbasaur has Quirky nature, that means that it won't raise or low any stat. Here are all the posible natures and what they do: https://bulbapedia.bulbagarden.net/wiki/Nature.

 

If the question is about SP. ATK. : Give it time, when it reach lvl 50 it will get a great SP ATK , try training it's EV's.
