Could you please remove the cooldown for the NPC Victor in route 19? I don't know why he has it and it's more than one week which is really annoying since I can't teach some Pikachus I got for sale and to help a friend get Surf for his. I'm sure some people find this an issue as well...

No. First of all, you won't be able to teach Surf for your friend's Pikachu, unless it has YOUR OT. Secondly, the cooldown is there for a reason, it's so you can't teach Surf to as many Pikachus as you want and sell them for a high value. That will be too much advantage for people who start with Pikachu.
