I've checked someone else's post and someone said that the best place to grind staryu's is at seafom b4f. I've been there for 12 hours (it only spawns at night and morning), but I didn't even find a single staryu. 12 hours grindind and nothing spawned. Can someone tell me the actual best place to find them, or are they bugged?

I'm at route 19 (just below Fuschia) and had 3 so far, and i'm not even searching for them, i'm after shellders, so all 3 have had the wrong sync /: but two of them had 31 speed. Feelsbad.
