Hi there. I'm assuming you've just beaten the Rustboro Gym and are at the Rusturf Tunnel right now? If so, you don't need Rock Smash at this point in order to progress through the story. Here's what you'll need to do instead:

 

1. Make sure you've spoken with the scientist NPC outside the Rustboro Gym, after having beaten Roxanne.

2. Go to the Rusturf Tunnel and defeat the Team Magma/Aqua grunts there.

3. Go back to the scientist NPC outside the gym, then head into the big Devon Corporation building near the gym. Walk to the third floor and speak with Mr. Stone; he should give you a letter to deliver to his son Steven.

4. Head back to Route 104 and take the boat to Dewford Town.
