I got the "find my brother quest" from orkie a while ago and now im searching like crazy, but yorkies brother is not at the locations i found online (in an guide).

These locations are Power plant, Route 21 (the island), Victory road (i saw pictures of his location there, so i know where he should be) and digletts cave, but he was nowhere to be found.

I found him behind cinnabar island on a small island to the right.

Yorkie's brother is in 1-5 random locations (he's in a different location for each player), in the guides section of the forum, they have a nice video of all the locations he could possibly be in.
