You can find Dragon Scale on wild Horseas/Seadras on certain routes. Make sure to check your spawn list, located at the top right corner of your screen. If it's possible to find wild Horseas/Seadras holding the item on the route in question, there will be a yellow icon next to the Horsea/Seadra sprite.

 

For example, you should see a yellow icon next to the Horsea sprite on the Route 20 spawn list, meaning that you can farm Dragon Scales from wild Horseas there.
