9 hp and no h.a. He can't be glaceon or sylveon, the best possible options in my opinion are espeon or jolteon.

The price is correct 100k+

Well its not like Glaceon H.a was useful. I think 20% evasion is probably better than ice body or at least as good. Anyway I would not use espeon/jolteon modest, and sylveon needs H.a, so definetly Glaceon in my opinion :-)
