RealPaul has come across this bug and asked me to report it.

 

He started the New Mauville Quest and had to battle the npcs to get rid of the lasers. After doing so he logged out, only to find out that the lasers had returned upon logging back into the game. He can't continue the Quest because the npcs are missing.
