I don't know is it a bug or not.

When I use Confuse Ray and the opposite get confuse. After that when I use Will-o-Wisp, the opposite always fail to get burned.

always means 100%.. I've never success to make the opposite get burned

It says fail to get burned when it misses too. 85% accuracy on will-o-wisp
