Shiny Stones have nothing to do with the encounter rate of shiny pokemon. Shiny Stones are used as a evolutionary stone for pokemon like togetic to evolve to togekiss, ect.

 

The shiny rate is 1/8152 so you will need to just be patient and lots of encounters of hunting. Enjoy
