With Surf, Ice beam and EQ, you can easily solo hoenn gyms with your Swampert. Just be careful because

Deoxys on the moon has Energy ball so you might consider a Thunder wave/Sturdy Magnemite or a Sucker punch user to beat it since it will be faster than your Swampert, even at lvl 100
