Well, it probably a glitch i think, but talk to the professor anyway.

To help you i bring this 2 links, one has the Jirachi quest walkthrough, because the "Latios/Latias hunt" is part of it and the other has the Latios/Latias spawn places.

I think it will be enough to get you through ur issue, good luck finding it :D

I find all locations, but can't find latios or latias. I think it's a bug. ( all 20 locations)
