I suggest that a pokemon with the ability flash fire ups its attack with the item flame orb, because it has fire and the ability use the fire to up the attack

That's not how it works in the games. Flash Fire activates when a Fire type move is targeted on the said Pokemon.

 

Flame Orb is not an attack, it's only an item that burns the holder. Thus, Flash Fire isn't activated.
