It seems that few people has this issue, and as you said, your other characters can so it's most likely not a scripting issue.

Unknown007 already closed a similar thread as staff were unable to reproduce the issue.

 

As for now, I'd suggest you either to try again later if it's due to some lags, or to ask someone to buy it for you as these items are tradable :)
