at the maps you usually find pokemon that encounter with surf and some that encounter with fishing but when i use rod i usually get the one that encounter with surf

is that mean that the pokemon on map that have fishing rod next to them have another way to get them ??

 

You can encounter the more common pokemon by surfing. (Those with no rod icon next to them). With a fishing rod you can encounter any water pokemon on the map.
