I am talking to my friend right now and we came up with the idea, (if its possible) to make your own region and have real people as the Gym Leaders and Elite Four. idk if this is possible, but it would be amazing if it could happen.

this could be an issue were if you wanted to get a badge you would have to make sure the user is online and if the user is busy for an entire month that is one month without a gym leader, not to mention they could have op pokemon and it would just make the game poop in my opinion, like PVP pokes in a gym? for people whom dont have the money to buy pvp pokes or have caught any and trained them, they would just get destroyed at the gyms, etc.
