You can see a full list of the PvP Rules and Clauses as well as all the banned moves/ abilities/ items on the PvP Rules thread. To answer your question; no, paralyzing two or more Pokemon is completely fine. That clause only applies to Sleep. ...And all will burn, beneath the shadow of my wings.
