The pharmacist tells me to explore the baloon room while he makes the potion for the captain. He says he gave me privileged access to that area. However, the guard will not let me enter the VIP area. I have already battled with all the ship's trainers, defeated Jackson, and talked to all the NPC's.

Finally, I do not have the potion, and i can not enter the VIP area.

I'm sorry if there's anything I missed, but I've tried everything.

Did you talk to Jenson's Blissey to get the potion?

Check this SS.Anne Guide, Maybe you skipped a step and thats why you can't enter!, Also in that Guide you can find any other Kanto Quest that you are going to need to go through to finish the story.

 

Try to do these steps and tell me if it works out please!
