Today I have been working on the Team Rocket Game Center quest and i have been trying for over an hour and still can't complete the quest.... my issue is that I can't find the key card even though i have been searching for ages. If anyone could help me know where it is, please reply. Hope that helps you complete the quest in general. If you don't want to be spoiled though, the key card is located on the bottom floor which is guarded by the Supervisor if I am correct.
