I was battling Wooper/Quagsire at Ruins of Alph to HP ev train my mudkip. Mudkip knows Waterfall, which has a chance for the pokemon to flinch. Quagsire/Wooper can have the ability Water Absorb. When I use waterfall on the wooper/quagsires, they would still flinch occasionally even if they absorbed the attack.

 

I wasn't sure if this is how it works but i checked Bulbapedia and it says:

 

When a Pokémon with Water Absorb is hit by a Water-type move, its HP is restored by one quarter of its maximum HP, and the move will have no effect on that Pokémon.
