"People will catch TONS of Pokemon and eventually someone will be lucky enough to find a 3x31 3x25+ and that Pokemon will surely be "famous" as one of the best on the server. And everyone will have the chance to be the lucky guy."

 

Sorry if it's a dumb question, I'm sort of new to this. But what does he mean by 3x31 3x25+? Feels like I'm at a disadvantage for not knowing.

It's a question of IV's, a stat that you can see by clicking your pokemon on the left top corner of your screen. Those are stats that your pokemons have when they are generated, some kind of "born stats", that will determine the power of you pokemon. A 3x31 3x25 means it has, as an example, in born stats, 31 ATK, 31 DEF, 31 SPD, 25 SPDEF, 25 SPATK and 25 HP. The higher the stats are, the stronger it gets, and any pokemon needs differents IV's, tanks -->HP for example.

There are 6 stats a Pokemon can have, those are HP, Attack, Defense, Speed, Special Attack, Special Defense. In 3x25 and 3x31, 3 refers to those 6 stats while 31 and 25 refer to IV's which you can learn more about in Bulbapedia.
