It might be a glitch thats from the original pokèmon games, Just like how this guy found the "Unlimited Nugget Glitch"

That was in Pokèmon red/blue/green.

This issue that you are having might POSSIBLY be the "Full Box Glitch" 24kzdzl.jpg

Do you remember if your box was full when you caught your Shiny Dewgong?

 

box limit of PRO is up to 900 pokemon,if you reach 900 it will not allow you to catch when you throw the ball,it will show you box already full and the catching will 100% failed.

Thanks for the help guys but I'm pretty much over it at this point so much for my dewgon. Well I'm just gonna keep playing and hope this doesn't happen again (Never Found out what went wrong)
