halo i need help , im alredy have silver disc and completed kanto dex , but i cant revive porygon di cinabar lab . any other requirement that i dont know ?

You need to speak to the sedentary NPC in Cinnabar Lab Room 1; until you do so, Davis will not be receptible to the Silver Discs, because speaking to the other NPC—who also gives you a one-off freebie of the Silver Disc if you have at least 100 caught-data entries registered on your Pokedex, mind you—is a needed antecedent to that.

Try talking to every npc in cinnabar if still doesnt work :)
