Some Pokemons can not yet evolve, it will be necessary to wait until the developers code their evolution.

I'm sorry to hear your inconvenience, As already mentioned above, the evolution of some pokemon are currently not implemented, you can take a look at Update Log and there you will find all the changes in the game, Please be patient until the evolution is implemented, apologize for the inconvenience :(.
