Stuck after 2nd Gym Hoenn

I've spent hours trying to figure out what exactly I need to do. After following the guide posted on this website I'm convinced something is wrong.

As stated I'm past the second gym in hoenn. I've taken the boat several times at 2500 a piece and continue to be lost. I've searched all over the main island and all the routes are blocked by some means I cannot pass. I cannot surf as I need the balance badge and I don't have rock smash to progress the caves. I've already talked to mr. stone but guy at the shipyard refuses to talk to me even after talking with the guy inside of the cave at dewport and delivering the goods. The museum remains locked and with no more cash as I've wasted it on multiple fruitless boat rides I've become frustrated that I cannot progress and there doesn't seem to be a single npc that gives me any relevant information on where to go next or how.

 

I'd like to suggest that the boat ride costs be removed from the old man on hoenn or you'll end up like me stuck with no way to make money, feasibly, as I can not sell any of my items to the general store. I've come to an impasse really because I want to continue to play the game but little things like this continue to pop up that make it aggravating to do so.

 

I'd love to know what it is that I am doing wrong or If perhaps my quest is bugged out. I'd like some help, thanks.

 

**EDIT** Thanks for the help I have figured out what was wrong. You have to visit Mr. Stone twice. Problem Solved thank you.

Yes this is the guide that I used. Yes I have talked with steven at the cave and given him the goods. I'm currently money locked at the slate city and the guy at the shipyard won't let me past.

I see you finally found that you needed to go and talk again to Steven's dad. I ensure you you'll get to recover your money by playing the next part of the game and fighting trainers again :)
