Have you tried to "talk" to the TV in your mom's house again ? You need to do it before searching the second legendary :) And i saw you already got the first one ! Maybe you just forgot to see the tv-news again, a lot of people missed that part :)

 

Also do you know that the locations aren't exactly the same for the two of them ?

 

I hope i've been helpful, and i'm waiting more informations from you to know if we can solve your problem !
