Don't worry, there is nothing wrong with your game :)

 

In fact, the Lugia data is not acquired by actually seeing him during the fight, but by beating all the pokemon Arnie should oppose to your team, and actually defeat him in the duel.

 

Our staff have seen that you didn't fully defeat Arnie. I suggest you to try again at the end of the actual cooldown, to defeat him properly and you'll normally get the Lugia Seen Data after the fight.

 

Now you have some time to prepare the fight again, you will want to see some NPC Battle Guides to see what Pokemon should defeat the boss properly !
