If I'm not mistaken. Not any pokemon. They can use certain legendaries or shiny variants of non-legends (only one of either) in ranked as well. There is a list of pokemon that cannot be used that the staff have to adhere to as well. To answer your question, Deidara7 is the player account of Kagawa.
