I'm stuck in Fuchsia,Because I do not have a bike, and much less money to buy one, what can I do?

A bike isnt necessary for the story, that road you talk about is one to go from fuschia to celadon directly, nothing else, nothing important for your story line.

 

Make sure to take the HM Surf in the kanto safari at fuschia before to leave that city, then you will have to go through the house stop at the south of fuschia pokecenter, surf here and go to the next city which is cinnabar, there will be a cave on your way, called seaform islands.
