Similar to how Gale Wings changed functionality in Gen 7, Overcoat was changed in Gen 6, and as far as I know most pokemon/abilities/items in PRO are all up to gen 5. It would appear unlikely that there would be a change unless there is a widespread rollout of updates to Gen 6.

Since we also have Generation 6 Pokemon like ur named Talonflame (Brave Bird User) I would say, the attacks are based on up to gen 6 too.

 

It´s not a Gen 7 move so it would be fair to add the effect of blocking powder moves, also it´s easy to code too :)

I apologize I didn't specify - pokemon movesets/abilities/items are up to Gen 5. In the past, they have not updated singular abilities or moves to the most recent generation without doing it in large waves. It's not a matter of whether or not something is easy to code, it's maintaining consistency. It would be an organizational nightmare to pick and choose certain abilities to work up to most recent generations while leaving others multiple generations behind.
