I've got my pokemon Pinaco at lvl 21, and made him evoluate at lvl 31, but toxic spin is obtain at lvl 1...

And breeding is disable on pokemon revolution

 

How can i get this skill ?

Im sorry to hear your inconvenience, Do you mean Toxic Spikes?, Toxic Spikes can be learn by egg move and at lvl 1 by forretress, You can use the Move Relearn NPC in Saffron City, Cerulean city, Golden Rod city, Blackthorn city, and Slateport city (Sorry if i miss one :P) to relearn moves that your pokemon learn at lower levels for 2k Each.

Breeding is not available in PRO but you can get the Egg Moves.

 

For the coins, You can buy 100c for $5, You would have to recharge 200 coins that would be $10, But if you want you can buy it from players for Pokedollars depending on the seller.
