Well, I lost to Jackson at Viridian City School Underground, now I can not go through again because this NPC does not let me through, I have to defeat Jackson to free the forest and move from town I think.

Since you lost against Jackson in the school, you will have to get his mother. His mother is located in Pallet Town.

Once you have spoken with his mother, you will be able to go further.
