Are you sure that you tried on the right rock ? Or maybe you already took it ?

This is the same place, the NPC is related to another quest which you didn't start yet.

So, you probably already took the TM but don't remember it.. ?

The CT is not in my bag, and any pokemon from hoenn learned it

So i havnt took it

 

And i really need Toxic on sturdy geodude to defeat dexoys :(

Well sadly this is the only way to get Toxic on Hoenn. You can ask to a trusted person to bring it back from Kanto, Toxic can be bought at the Fuchsia's Gym for $2,000.

Also, you can catch a Magnemite with Sturdy and Thunder-Wave in New Mauville, it can be very helpful to outspeed Deoxys and kill it easily.
