Hi, the way to get the bicycle was changed several weeks ago, actually you have to bring him a Ditto with your OT.

sorry for the inconvenience. Like Sabo told you, the quest got changed some weeks ago. You need to talk first to Samuel in Vermiloin city, he is going to ask you to a find a friend for his Ditto. Basically you need a Ditto of your own OT - there is also a new spawn in route 8 for Ditto. After you gave him the Ditto, Samuel will give you a bike voucher and then you need to pay 60k to the bike shop owner in cerulean city. Good luck at the ditto hunt!
