Could you try to follow this guide first, and tell me if you managed to complete the quest ? Also, about the fact that Winston didn't give you the CD, check out this answer from the author of the guide : 185504 when i clicked on Wattson i can not move and i did not receive a CD Yes, there is a bug if you try to speak with him a second time. You need to log out and in to speak with him again. After the first time you speak with him. You need to made a turn in the base to prevent access. Just go out and come back.
