Well, I spent 1000 artifact pieces in 2 Fossil Jaw and when I try to get the poke from Fossil, Surprise; I didnt have it.

 

The only proof i have; after spent 1000 artifact points.

Sorry for the inconvenience and thanks for the report, that NPC is fixed now and can be purchase fossils normally. Your 1000 artifact pieces also recovered, please check it out.
