the requirements for the Terminator boss are 400 hours playtime and being Sinnoh Champion. You also need waterfall to access the area! You can check this guide out for updated Bosses and requirements.

That's what I thought at first but he won't allow me to battle him :/

 

I wasn't the only one. another guy was next to terminator with me.

 

Either he is bugged or something is missing...

 

He had a dialog box saying he was abused by the way
