Hello, first of all, i did read the guide that is on this forum concerning the subway quest and i did search any topic ressembling mine, each of them redirected to the guide so i'm sorry if i missed somehow the solution of my problem.

 

So i talked to the manager, then to Yorkie, and never found his brother in my travels through the story of Kanto. After finishing Hoenn i thought i should finish that quest and checked where Yorkie's brother was. 5 locations to check, so i checked them and didn't find him. I thought that maybe i had to talk to the manager and to Yorkie to relaunch the quest and spawn the guy i'm looking for, so i did just that and took screenshot to show the steps so as to either demonstrate that i didn't mess up the questline or in contrary that i'm retarded and missed a step in the quest or checked the wrong place.
