Few days ago(like 2 weeks) i lost fight with red at mt.silver so i dont have permit to trainers valley.

Of course red don't want to respawn again. What should i do, how fight him again? e4 hoenn done

Actually you don't have to win against Red to get access to the Trainers Valley, you just have to fight with him. Furthermore you need to get over 120 Pokémon from Kanto in your Pokedex and at least 38 evolved.

Once you have done these requirements, take subway from Saffron or Goldenrod station, and you should have the option to go on Trainers Valley.

owned:400, seen:525, evo 118, playtime 180+hrs (Edit: i have all dex kanto(without seen articuno), full dex johto and almost completed hoenn, and maybe 1/2 rares sinnoh from those 3 regions.)

i think its more than i need to complete this "quest". but still DONT have any other options in Saffron or Goldenrod, also i dont have red in silver to rebattle, cant rebattle e4 so i cant respawn him anyway.

Since you have to take the train, you also need to complete the Train, Subway and HM Fly quest

 

As Neroli said, Red will never respawn, plus he's not related to Hoenn E4 anyway ^^

It's coded like that. Once you beat him or lose against him, he disappears.

Did you talk to this NPC in Goldenrod or Saffron City Station, just to be sure ?

Yep you're in the wrong Subway station. Try at Saffron City or Goldenrod City as showed on these screenshots. Talk to the first guard, you'll have to pay 5k, then you'll get access to a second one who will offer you to go to Trainers Valley for 10k.
