I was in olivine city and in the house next to the poke center there is an old man NPC selling Iron Tail for 15k, in the same city there is an officer NPC also selling Iron Tail for 15k.

Niether of the NPC are selling the TM they are both selling Iron Tail as a tutor service.

The old man is a TM teacher, which means that he will teach the move that Pokemon learn with a TM, while the Officer is a move tutor. We don't have a TM item for Iron Tail in this game yet, so TM teacher are functioning as the replacement of TM item here. For the tutor that are teaching TM move, all of them have the name TM Teacher following the move name with different colour according to their type.
